            "abstract": "La investigación de Granados hacia el uso del pedal representó una aportación importante al campo de la interpretación y la enseñanza del piano de principios del siglo XX. Desde el punto de vista interpretativo sentó las bases del uso del pedal a contratiempo en España y sintetizó, por primera vez en lengua española, una serie de reglas fundamentales para el uso del pedal y su aplicación a contratiempo según los valores de las notas, la naturaleza de los grupos melódicos, el registro y la velocidad.\n \nDurante su investigación llegó a escribir hasta cuatro métodos de pedal entre los años 1905 y 1913: \nMétodo teórico práctico sobre el uso de los pedales del piano \n(1905), \nEl pedal \n(1911) y dos versiones de \nReglas para el uso de los pedales del piano. \nEl análisis de estos textos teórico-prácticos permite observar la evolución de las teorías para la enseñanza del pedal de Granados, que quedarían reflejadas en algunas de sus composiciones.",

Gardner Policy Institute at the David Eccles School of Business at the University of Utah.Drawing on the expertise of political scientists, economists, and practitioners from 13 west-ern states, the reports summarize each state’s budget for the 2017‒2018 fiscal year. These reports delve into how the states’ financial well-being affected legislation and just as importantly how legislation affected the states’ financial well-being.While most states seem to be financially sound, if not thriving, each report highlights possi-ble threats in the coming years, whether they be political, economic, or natural concerns.             "abstract": "Over a weekend in April 2015, a community of over one hundred language instructors, language learners, and applied linguists gathered at the University of California, Berkeley, to celebrate the ongoing teaching, research, and service of Claire Kramsch. Several panels took on the challenge of responding to and exemplifying Kramsch’s research in applied linguistics, contributions to language and culture teaching, and service to the community of language educators. The panels presented new studies that shed light on different strands of her interests in applied linguistics: the relationships between technology and second language (L2) learning; the ongoing construction of the multilingual subject; and, history, historicity, and foreign language education.\n \nOne implicit thread that linked all the panels together—directly addressed by some panelists—was the relationship between language and symbolic power. For instance, papers such as “Language, power, and the development of disciplinary textual practices” (Gebhard, 2015) and “Communicative language teaching and language under duress: Global contexts for language pedagogy” (Levine &amp; Phipps, 2015) explored the often unequal power dynamics at play in second language learning in different settings. Extending the description of power dynamics in language learning to symbolic competence in language instruction, presenters, including Dorothy Chun (2015) in “Developing language teachers’ symbolic competence through an online exchange,” proposed that symbolic competence offered language users a way to engage in the power play at the heart of language learning in a globalized context.\n \nThat exciting weekend created the opportunity for further discussion of and research into symbolic competence, especially in classroom-based language learning and instruction. Specifically, in this special issue, we address questions that emerged from those discussions, attempting to weave together and extend the various strands of work on symbolic competence:\n \n●      Theory: How can symbolic competence be further theorized?\n \n●      Teaching and learning practices: What is the relevance of symbolic competence to the language classroom?\n \n●      Research: How do we conduct research on symbolic competence, its theoretical potentials and limitations, in relationship to classroom learning and pedagogical practices?\n \nIt is these three questions that guide the organization and content of this special issue. This introduction thus includes evolving understandings of symbolic competence as a theoretical construct, potential fields of inquiry that have motivated the articles in this collection, summaries of the articles’ contributions to our understandings, and considerations of future directions for instruction and research focusing on symbolic competence. At the end of the issue, we feature an afterword, which invites readers—language educators and language learning researchers—to imagine concretely where encounters with symbolic competence might lead.",

            "abstract": "Introduction by issue editors.\nThis issue represents our journal’s first appearance after the onset of what multiple Americanists have referred to, and not in overly positive fashion, as the “Age of Trump.” A central theme of Trump administration discourse is its strident defense of physical borders  manifested in harshly exclusionary policies, most notably the administration’s abandoning of the existing DACA program, as well as fostering increased visibility of white nationalist groups and openly racist discourse. At the same time, the White House, led by the president, has distinguished itself by its nationalist attacks on international trade and multilateral diplomacy. As scholars of American Studies based outside the United States, we both feel a special responsibility to make use of our position to investigate and discuss the larger forces at play here. One thing that larger transnational approaches can help reveal is the complex interface between national identity, domestic politics, and state policy, especially in regard to international relations.",

            "abstract": "En el presente ensayo exploraré algunas relaciones intersemióticas de traducción entre la imagen no. 19 de la instalación artistística \nMarémobília\n (2000) y el poema “2” de \nJunco\n (2011) de Nuno Ramos. Nuno Ramos es un artista brasileño multifacético.  Mi propuesta afirma que es posible encontrar puntos de contacto y continuidad entre la obra diversa del artista, lo cual constituye procesos de traducción, o transmutación, de temas, conceptos y representaciones claves a lo largo de su obra. Su trabajo e interés sobre la materia y materiales y las intenciones estéticas formales sobre el lenguaje y literalmente sobre las cosas, establece de entrada ya una metáfora sobre la traducción. El artista traduce la materia, nos lleva del trabajo directo con las cosas y los materiales al trabajo lingüístico con el poema, nos lleva de un estado material a otro a través de la metáfora y la imagen y la representación material. En primer lugar exploro la metáfora del tercer espacio propuesto por Susan Bassnett y derivado de Walter Benjamin, así como el concepto de traducción intersemiótica de Roman Jakobson, principalmente; a partir de las transmutaciones, o auto traducciones, en las piezas analizadas de Nuno Ramos.",

            "abstract": "The 65th Montana Legislature ended its constitutionally mandated 90-day biennium sessionwith a $10.3 billion, two-year all funds budget in late April 2017. The Republican-controlled legislaturereturned to its contentious tradition. There were several “big issues,” but due to budgetshortfalls, few policy issues were resolved. Infrastructure bills generally failed although the firstgas tax in decades passed to help with infrastructure. Campaign finance (raising the spendinglimits) was an issue, which seems to be a tradition in the state (Grant 2017). Montana’s collegesand universities took significant cuts in their budgets, and tuition increased roughly 13 percent.Except for K-12 programs, most state agencies’ budgets were cut. Overall, it was a grim legislativesession that produced very few results and resolved few problems. The balanced budget lastedless than two months when revenue projections turned out to be wrong and the governor hadto use his authority to further cut expenses, which included layoffs and additional cuts to stateagencies and services. The governor has limitations on how much he or she can cut, which ledobservers to suggest that a special session may be needed to fix the budget. Due to a historic fireseason, the state’s firefighting budget was drained, and the state’s fragile economy was adverselyaffected. Tourists either left early or cancelled their plans due to the fires and smoke. Overall,there were not many winners in this legislative session. It was a session marked by lack of fundsand budget across most agencies. Unfortunately, as the fall season began, the state budget appearedto be in shambles only months after the session adjourned.",

            "abstract": "Nevada has experienced steady economic improvement as it continues its recovery from theGreat Recession of 2008. The state budget is resting on a solid foundation in terms of satisfyingrevenue projections contained in the 2015‒2017 biennial budget. The state successfully facedand responded to a state economic environment that has been characterized for the past few yearsby recession, a budget crisis and political budget fights. The 2017‒2019 biennial budget was theresult of divided government. The Senate and the Assembly—with Democrat majority control,and Governor Sandoval—a Republican, resulted in Nevada adopting a 2017‒2019 biennialbudget that was the result of compromises. The 2017‒2019 legislatively approved appropriationsclosely resemble the 2015‒2017 biennial budget on a category basis. Economic recovery, economicgrowth, and incremental tax revenue growth constituted the basic approach taken to budgetingby the 2017 Nevada Legislature and Governor Sandoval.",

            "abstract": "This paper presents the outcomes of a three-year doctoral investigation, in which the author examines stylistic and aesthetic trends in the performances of Granados, with the aim of producing a detailed and painstaking examination of the pianistic tradition inherited by the Spanish composer. The differing and equally convincing pianistic styles of Granados’ followers call into question the validity of only one possible “authoritative” interpretation when approaching this particular performance tradition. The thorough analysis of \nValses poéticos \nop.43 written by Granados allowed a closer look at performance practices of Granados and the musical tastes of his time. This early work is especially relevant due to the significant number of its original sources.  This investigation has unearthed a treasure trove of new and detailed information about this wonderful pianistic legacy left by Granados, and the Catalan School of Piano Players. Furthermore, it raises questions about current performance practices and the stylistic validity that pianists might be able to give in their performances of Granados’ works through a combined study of his manuscripts, pedagogical methods, recordings and performance tradition.",

            "abstract": "In spring 2017, the New Mexico State Legislature faced difficult financial and political challenges.Persistent high unemployment, high poverty, and outward migration combined with weakoil revenues and reduced federal spending has resulted in a steady reduction in General Fundrevenues. Shrinking revenues caused state legislators to twice revisit current appropriation levelswith the goal of avoiding budget deficits and providing assurances to investor rating agencies.Political discord regarding the appropriate fiscal remedy has made the financial situation moredifficult as legislators and the governor debate the need to increase revenues or cut state agencybudgets. At the conclusion of regular and special sessions, the legislature enacted a $6.1 billionbudget for the fiscal year beginning on July 1, 2017. The enacted budget reflects a small increasein public school funding (half of one percent) and a decrease in spending for higher education(one percent). Legislators ultimately provided the governor with multiple potential revenue increases.The governor vetoed all such increases opting to approve the use of severance tax bondproceeds from suspended infrastructure projects to balance the operational budget. The proceedsprovided just enough to balance the budget leaving only $24 million in reserve.",

There is more than magnitude to this problem.The solutions are constricted by a rigid revenue system, funding patterns locked in by party politics,an initiative system that fosters spending commitments more easily than revenue raising,and strong judicial protections of public employee contractual guarantees. To capture the contextof the budget debates of the Winter/Spring of 2017, this paper examines the nature and legaciesof the November 2017 election, Oregon’s broad economic context, and the core budget debateswithin Salem.",

            "abstract": "By a large margin, Californians passed the English Proficiency, Multilingual Education Initiativein November 2016, despite the fact that Proposition 58 gutted Proposition 227, which effectivelyended bilingual education in 1998. We conclude that it would be simplistic to call thismassive change in policy a result that the “times had changed,” either demographically or evenin terms of underlying attitudes toward language. Instead, the victory of Prop 58 seems due inlarge part to political strategy rather than a radical shift in the electorate. The proportions of Latinoand Asian registered voters have certainly increased over the last decade and a half, as hasthe proportion of liberal Democrats. Nevertheless, there is a limit to what these demography-asdestinyaccounts can explain. Instead, using survey experiments in three California-wide surveys,we show that underlying attitudes about teaching the English language have been relatively stable,and that many voters supported Prop 58 without being aware that it reinstated bilingual education.When this was made clear, voters changed their positions, particularly among whites andconservatives. What was salient were the first two words on the ballot label, “English Proficiency”and this is an almost universally accepted goal.",

            "title": "Population and Habitat Objectives for Breeding Shorebirds in California’s Central Valley",

            "abstract": "The Central Valley of California provides important breeding habitat to numerous species of wetland-dependent birds, despite the loss of over 90% of naturally occurring wetlands. A majority of shorebirds breeding in this region rely on shallow-flooded habitat adjacent to sparsely vegetated uplands as provided by rice (\nOryza sativa\n), managed wetlands, and other habitats. We estimated the current extent of potential breeding shorebird habitat provided by rice and managed permanent and semi-permanent wetlands in each of four major planning regions of the Central Valley, and estimated the average breeding densities and current population sizes of two species of shorebirds: the Black-Necked Stilt (\nHimantopus mexicanus\n) and American Avocet (\nRecurvirostra americana\n). Using a population status framework based on principles of conservation biology, we estimated that stilt populations are small (&lt;10,000 individuals) or very small (&lt;1,000 individuals) in three of the four planning regions, and avocet populations are \nsmall\n or very small in all four planning regions. We then used the framework to define long-term (100-year) population objectives for stilts, avocets, and a third species, Killdeer (\nCharadrius vociferous\n), designed to meet our long-term conservation goal of supporting self-sustaining, genetically robust, and resilient populations of breeding shorebirds in the Central Valley. We also estimated the long-term species’ density and wetland habitat objectives necessary to achieve the population objectives for all three species. The corresponding short-term (10-year) conservation objectives are to restore semi-permanent wetlands to provide an additional 11,537 ha (28,508 ac) of habitat for breeding shorebirds (by planning region: 2,842 ha in Sacramento, 2,897 ha in Yolo–Delta, 2,943 ha in San Joaquin, and 2,855 ha in Tulare), and to enhance existing habitat to support density objectives. Our approach provides a transparent, repeatable process for defining science-based conservation objectives for breeding shorebirds and their habitats in the Central Valley, which can help unite stakeholders around common goals and motivate conservation actions.",

            "abstract": "It is with immense pleasure that I present to you this special issue of the L2 Journal on “Symbolic Competence: From theory to pedagogic practice,” guest edited by William Heidenfeldt and Kimberly Vinall. This special issue has been a magnificent labor of love. When, in preparation for my retirement from UC Berkeley in April 2015, the Berkeley Language Center community contemplated putting together a Festschrift in my honor, my colleagues, my graduate students and I agreed that a conference would be a much better idea - one that reflected more appropriately the intense intellectual exchanges we had had together over the years. That conference titled “ClaireFest” took place on 17-18 April 2015 in Dwinelle Hall. It offered a host of exciting scholarly papers, moving testimonies of professional teachers, and heart-warming stories of experience. But the idea of having something in print to commemorate the event remained. Thanks to Rick Kern, the director of the BLC, the idea of having a special issue of the L2 Journal dedicated to Claire Kramsch’s concept of symbolic competence started to take shape. Billy and Kimberly, who were finishing their PhD dissertations at the time (Heidenfeldt, 2015a; Vinall 2015), eagerly picked up the challenge. Kimberly had already published two articles on the application of symbolic competence in her Spanish classes (Vinall, 2012, 2016); Billy had published an article on one Spanish teacher with a particularly high degree of symbolic competence (Heidenfeldt, 2015b). Both had been seduced by the concept proposed by Claire in 2006, but were still looking for various ways to put it in practice in the classroom. Their Call for Papers met with widespread enthusiasm and they had a large number of abstracts to choose from. Framed by an enlightening Introduction and a thought-provoking Afterword, the four papers presented here constitute an honest appraisal of the notion of symbolic competence and its practical applications in the language classroom. \n \nI wish to extend to Billy and Kimberly my most heartfelt thanks for having undertaken this demanding project, despite heavy teaching loads at their respective institutions. They have definitely clarified my initially attractive, but elusive brainchild, and given it a concrete and practical meaning. I hope that our readers find this special issue useful for both their research and their teaching practice, and that they are encouraged to further explore how symbolic competence can enrich the teaching and learning of foreign languages.",

            "abstract": "En la década de los 90 del siglo XX en México se crearon una serie de obras de arte que hacian alusión directa a obras canónicas del arte contemporáneo occidental que, sin embargo no se conocían en el país pero de las que se tenía referencia a través de medios documentales. Esos \nremakes\n o traducciones cuestionaban de forma directa las tradiciones del arte Mexicano y la mismo tiempo actualizaban el canon norteamericano. Este texto es una reflexión al respecto de los \nremakes \nque se realizaron en la década de los 90 y un análisis de sus consecuencias más allá de su propio contexto. Lo que mostraré es que esas obras ponen en crisis cualquier relato histórico lineal y al mismo tiempo permiten pensar en otros relatos que afectan a la comprensión del arte local y del arte norteamericano: la posibilidad de pensar el arte estadounidense en México no como influencia ni como derivación sino como consecuencia histórica-critica de un proceso global \nhacia afuera\n produciendo una crisis en un sentido amplio, a saber, cómo es que la misma configuración del la historia del arte de ese país puede tener consecuencias territoriales en México.",

            "abstract": "Big cities produce a lot of sewage, which often contains pharmaceuticals, illicit drugs, and caffeine. These flushed pollutants can remain in wastewater even after processing by a wastewater treatment plant, and may have negative effects on marine organisms and ecosystems if introduced into the marine environment. California is home to Los Angeles, San Diego, and San Jose—three of the ten most populous cities in the United States. All three are located in coastal counties and utilize wastewater treatment plants (“publicly owned treatment works” or “POTWs”) that discharge treated wastewater effluent directly is expected to contain increasing concentrations of flushed pollutants, posing a heightened threat to the health of our coasts and the marine environment more broadly. However, monitoring and regulation of flushed pollutants is currently insufficient, allowing them to be introduced into the marine environment undetected. This raises serious concern that flushed pollutants may devastate the marine environment beyond repair. The precautionary principle, a central tenet of environmental law and policy, “asserts that regulators and decision makers should act in anticipation of environmental harm, without regard to the certainty of the scientific information pertaining to the risk of harm.” In the face of great uncertainty as to the amounts of flushed pollutants being introduced into the marine environment and the effects they will have on marine organisms and ecosystems, a precautionary approach is necessary to ensure adequate protection. This Article advocates for policy reform to increase monitoring and regulation of pharmaceuticals, illicit drugs, and caffeine in wastewater, and to ultimately minimize the amounts of these flushed pollutants that are discharged into California’s coastal waters.",

            "abstract": "Rising medical costs is a real and imminent problem; as a major health care services provider, Medicare covers nearly 16% of the U.S. population. This paper aims to investigate factors that a ect the cost and quality of acute care hospitals reim- bursed by Medicare. Multiple datasets from the Center for Medicare and Medicaid Services and IRS were merged to evaluate the e ect of hospital ownership and local socioeconomic levels on hospital performance, based on three main quality metrics: average cost per bene ciary, 30-day readmission rate, and hospital acquired conditions (HAC) score. Both variables were found to have statistically signi cant e ects. In addition, the results showed that CMS policy may have unfairly penalized hospitals serving more vulnerable populations, by using a metric that did not consider hospital location in lower income neighborhoods.",

            "abstract": "In this article, I examine how identity is not being “rediscovered” in reggae music, but rather produced through a re-telling of history that blends trauma and witnessing. Albert Memmi underscores the importance of re-telling history in \nThe Colonizer and the Colonized \n(1957)\n \nwhen he rightly declares that the greatest consequence of colonialism was the exclusion of the colonized from both history and their community (151). Representations of Christopher Columbus, largely through first-person testimony, illustrate a metonym for how reggae music can be useful for the diffusion and endurance of a counter-discursive epistemology to undermine Western knowledge and culture as hegemonic. These musicians re-write themselves into history and forge a community by raising doubts over the problematic encounter between Columbus and indigenous peoples, an encounter often perceived as one of the fundamental moments for the development of modern American civilization. Such a project is not unique to Jamaica. According to Kenyan postcolonial theorist Ngugi Wa Thiong’o, “most national liberation movements start by rejecting the culture of the colonizer, by repudiating the religion of the oppressing nation and class and the entire education system of the colonizer” (27). Although not a liberation movement in and of itself, reggae and Rastafari have sought to revise history since for these musicians, the “truth” surrounding the encounter has been one-sided and misrepresented. Indeed, in \nReggae Wisdom \n(2001), Anand Prahlad discusses how reggae musicians take on the role of teacher in order to “focus on specific areas of history and culture that have been distorted by the texts found in colonial school systems or in other forms of hegemonic propaganda” (33). Reggae musicians, in an act of counter-discursive difference, reduce Columbus, viewed as heroic in the Western world (the United States still celebrates Columbus Day as an official holiday), to a liar, thief, slaver, and pedophile. Central to the alternative epistemology in reggae is the revision of Western historical figures often credited with Western expansion to present him as a villain of the Antilles.",

            "abstract": "The \nécriteaux\n or public signs that may have been hung around  the necks of French colonists in Florida in 1565 by Menéndez de Avilés  and his Spanish comrades indicate that the Spanish were motivated to  destroy a “Lutheran” colony. Beginning with this Spanish “reading” of  the French settlement, this essay explores the long history of  understanding French Florida as an exclusively Protestant colony. This  emphasis, I argue, obscures another interpretation that can be traced  back to Jean Ribault and René de Laudonnière. Rather than focusing upon  the colony as a Huguenot refuge, Ribault and Laudonnière, and others  after them including Richard Hakluyt and Marc Lescarbot, argue instead  for the colony as a “French” project built upon effective alliances with  the Timucuan populations of the St. John’s River region. At the same  time, Laudonnière’s account demonstrates how the French prove unable to  maintain stable relations with Timucuan allies. The French failure to  communicate with and comprehend their Native allies explains the  colony’s demise and its destruction. Despite the power of religion and  its rhetoric in the colony’s existence and aftermath, this essay argues  that we cannot ignore Native power and Native rhetoric in understanding  the beginnings and ends of \nla floride française.",
