Many academic programs focusing on African Studies emerged in the 1960s on the heels of the first wave of African independence movements. Over time, African Studies has expanded to include a wide range of approaches to various disciplines, including history, anthropology, political science, sociology, economics, linguistics, religion and law, among others. Much debate has surrounded the questions of whether African Studies is interdisciplinary in nature or whether it should be considered an academic field in itself, and whether to adopt a Pan-African approach to the discipline to include North Africa in addition to Sub-Saharan cases, as North Africa often is studied through the lens of Islam. This article examines the existing competing methods for teaching and researching Africa and the development and challenges facing African Studies today. This article analyzes the motivations and driving factors that have shaped the emergence of African Studies. What reasons are there for a shift from an interdisciplinary approach to the study of Africa? Has opposition to the creation of a regional academic field of study dealing with Africa indicated underlying racial and political tensions within academia? They suffer from the solo status that accompanies being a member of an underrepresented group, the stereotype threat that accompanies being a member of a stereotyped group, and the challenges that attend lacking a background in the law before beginning law school. But today’s law schools often fail to create safe1 environments, teach foundational content and skills, or take basic steps toward providing instruction that ensures students from all backgrounds are empowered to thrive. While much has been written about improving legal education and about the failure of current pedagogies to provide a sound education to students experiencing this triple-threat, little has been written about approaches that ensure that these students succeed. This article is an attempt to identify an initial pathway forward. It builds off of research regarding legal pedagogy, inclusive pedagogy, and the results of eleven in-depth-interviews with “transformative professors” who UC Berkeley Law students identified as being skilled at creating safe spaces and ensuring that individuals from all backgrounds succeed academically. Although they are inspired by democratic desires and supported by democratic influences, which are curiously excessive, they nonetheless exhibit elements of Marxism. Its main contention is that much of the work undertaken by the digital humanities, especially data conversion, refinement, and visualization, involves salient yet undertheorized moments of translation. Indeed, Rosenzweig’s own theory of translation, which advocates radical formal fidelity to the original, offers a revealing lens to understand the potential and limitations of visualizing the metadata of his archive – a lens I use to guide my translation of the archival metadata. As I show, the visualization’s inclusion of peripheral voices in his archive implied by such fidelity exposes a correspondence between the journalist Siegfried Kracauer and educator Ernst Simon that calls the ideological implications of Rosenzweig’s theory of translation into question. This dialectical movement between theory and praxis, metadata and material archive, I contend, is the promise and productive threat that the digital humanities represent for German Studies: as much as the digital humanities pave new inroads for research, they also require and return us to critical concepts central to German literary and cultural discourse, such as translation.", "language": "en", Although the discussion of Glissant’s creolization theory may not be particularly innovative, this paper attempts to employ the notion of the cultural rhizome to place Glissant’s theories within the trajectory of Antillean intellectual history. In the former function, =\nƛin\n can be compared to English \nlike, go\n or \nall\n. The quotative =\nƛin\n does not impose restrictions on the word order of the embedded clause and is compatible with a large set of verbs, including but not limited to verbs of speaking, cognition, and propositional attitude predicates. As a complementizer heading finite clauses, the marker =\nƛin\n appears on clauses that are strictly predicate-final and attaches directly to that predicate. When selected by propositional attitude verbs, the finite complement clause becomes the context in which the interpretation of pronouns can undergo indexical shift. The Tsez pattern of indexical shift is in many ways similar to patterns of indexical shift reported for other languages. challenges and misunderstandings regarding its operating costs, its mission, and its wide array of activities. Reduced funding from the state for public higher education, including UC, has essentially severed the historic link between state allocations and enrollment workload, altering the incentive and ability for UC to expand academic programs and enrollment in pace with California’s growing population and economic needs – what formed an important component of its historic social contract. “To grow or not to grow?” is the question that now confronts the University of California and, more generally, Californians. On the positive side, an improved economy offers a window for a renewed commitment to fund public high education. Yet the most recent budget deal with the state provides only a marginal reinvestment in the university and restricts its ability to move toward a new funding model. The historic commitment to grow with the needs of California that propelled much of the state’s economic activity and socioeconomic mobility is, for the first time, an unfunded mandate with little prospect for resurrection in the immediate term. After briefly describing Idaho’s population and politics, the report discusses the state’s economic and General Fund revenue contexts for budget decision making. It then analyzes the governor’s budget and the legislature’s appropriations and considers two important potential impacts of these decisions. Progress in Idaho state budgeting continued to be mixed. The state economy generally gained since the recession years although prospects for specific sectors varied. General Fund revenue collections increased regularly since the low point of FY 2010 but were still below the pre-recession amounts. “Progress” differed for the General Fund spending of individual General Fund departments and major programs. The studios defend their inclusion of mandatory arbitration provisions with JAMS as the provider, arguing that the arbitration process has safeguards to protect fairness, JAMS arbitrators are particularly well qualified and that juries tend to favor talent, not large corporations. Given the studios’ near universal designation of a sole provider in their contracts, the studios’ size and influence on the Los Angeles economy, the realities of arbitration and private judging as a for-profit business and anecdotal stories of arbitrators favoring the repeat player studios over talent, the talent community is increasingly concerned about the danger of “repeat player/provider bias” in major studio versus talent arbitrations. Amidst a highly charged political climate, the rapid influx of new digital media sources over the past decade has increased access between Sahrawi activists and diverse public audiences worldwide. Establishing direct links via Internet communication, video and photographic documentation, and mobile phone usage has fostered contact and dialogue between Sahrawis in the territory and those in refugee camps in Algeria living in a self-proclaimed nation-in-exile since 1976. These emergent “mediascapes” and new forms of communication provide desired international visibility for the populations affected by the protracted conflict, which is often overlooked by major media outlets. The 2010 Census and reapportionment of the Nevada Legislature are the significant factors producing permanent political change in Nevada. The political tipping point marks a permanent shift in political power from the north to the south, rural to urban, and Republican to Democrat. Redistricting produced a 2013 Nevada Legislature where 75 percent of the members of the State Senate are from Clark County and 75 percent of the members of the State Assembly are from Clark County. The 2013 Nevada Legislature faced a Nevada economy that hit bottom, was flat in 2010 and 2011, and is now experiencing slow growth. Republican Governor Brian Sandoval was committed to the formulation of a balanced 2013-2015 biennial budget based on modest increases in state spending, no tax increases, and no new taxes. Many Democrats in the Legislature favored a tax increase and the enactment of new taxes. Early analyses revealed that after its inaugural use the rate at which voters ranked candidates dropped dramatically, and disqualifying errors on the ballots were more common in neighborhoods where more African-American and foreign-born citizens reside (Neely and Cook 2008). We extend the inquiry over time, examine other types of elections, and refine the methodology. Are some voters more than others able to exercise the franchise in these elections and, if so, what does that imply for the equality of political voice? We find no evidence that ranking candidates is in decline. Overvotes are more common in IRV than plurality contests, but such errors appear to be a function of complexity in general and not IRV \nper se\n. While they occur disproportionately in precincts with more African-American residents, and are often more likely where Latino, elderly, foreign-born, and less wealthy citizens reside, the pattern of overvoting is similar in both IRV and non-IRV contests. It follows that democracy would increase the influence of public opinion on the foreign policy making process of nations. This being so, public opinion as a factor in the government decision-making process has become contemporaneous with democratic regimes such that there is a general notion that autocratic regimes act independent of popular opinion in foreign policy decision-making. Using public opinion as an expression of popular view, this article contradicts such notions by establishing that non-democratic (military) regimes could be malleable to public opinion in foreign policy decision-making. This it does in a content analysis of selected Nigerian newspapers, using the Babangida military regime’s decision on an IMF loan as a case study and submits that non-democratic regimes could lay claims to popular diplomacy. But in Ghana, they are the most neglected of all the political institutions. Consequently they exist merely as “election machines” and become moribund during inter-election periods. The proposal for state funding of political parties was seen as a means of reinvigorating them to be able to function effectively and produce quality leaders capable of tackling the developmental challenges of the country. This paper therefore reviews the Draft Public Funding of Political Parties Bill, 2008. Through a survey of some 210 respondents and government officials, it argues that the quest for public funding of political parties was outmoded at conception because governments are not committed to the proposal, nor do Ghanaians seem to support it. Basierend auf der Beobachtung, dass Jelinek den Begriff des Schwarms aus Aischylos’ Tragödie \nDie Schutzflehenden\n entlehnt (konkret handelt es sich um den „Vogelschwarm“ und den „Barbarenschwarm“), widmet sich der Beitrag den vielfältigen Ebenen, die der Begriff in diesem Kontext eröffnet. Der Schwarm als Kollektiv ohne Zentrum und hierarchische Struktur stellt vorhandene Kategorien wie Eigenes und Fremdes, Innen und Außen in Frage und eröffnet ein anderes Denken von Gemeinschaft. In seinen Eigenschaften kann der Schwarm als ein Phänomen der Schwelle beschrieben werden, als Grenzen überschreitende und auflösende Formation. Neben dieser Lesart wird der Begriff gegenwärtig verstärkt als Metapher für Bedrohungsszenarien herangezogen. Als Formation der \nanderen\n Ordnung bzw. der Unordnung bündelt er diverse Angstfantasien, die aktuell auf politischer bzw. medialer Ebene mit Asyl und Migration verbunden werden. By the 1990s, after decades of struggles, advocates for the deaf community were largely successful in utilizing legislative, regulatory, and litigation remedies to get producers to caption their movies and television shows.\n \nHowever, some time in the late 1990s and early 2000s, many producers inexplicably stopped captioning song lyrics in their movies and television shows. This decision\n \nseems to be a reaction to court cases holding that producers needed separate copyrights to produce song lyrics on “sing-along” videocassettes and karaoke machines. Producers apparently believed that separate copyrights are necessary to caption song lyrics for the deaf and hard of hearing consumers.\nThis article contends that the producers are mistaken in using a “copyright defense” as an excuse not to caption song lyrics, and are potentially leaving themselves vulnerable to a class action lawsuit by deaf consumers if they continue the practice. Recent court decisions have respectively established that 1) providing full accessibility and enjoyment for deaf customers means captioning song lyrics and 2) copying otherwise protected material for the purpose of making it accessible to customers with disabilities comes within the “fair use” exception of the Copyright Act.\n \nIf history is any guide, it is only a matter of time before the deaf community turns to the courts to force producers to caption the lyrics to songs that are featured in their movies and television shows.
