Beyond 2030 Agendas: Toward Conditional Convergence in Global Sustainability Governance

As major sustainable-development frameworks approach 2030, “Beyond 2030” conversations are emerging across the UN system. This review synthesizes seven tracks: the 2030 Sustainable Development Goals (SDGs), Sendai Framework for Disaster Risk Reduction, Kunming-Montreal Global Biodiversity Framework, United Nations Convention to Combat Desertification (UNCCD), Global Goal on Adaptation (GGA) under the Paris Agreement, “Beyond GDP,” and Financing for Development. It combines official sources with peer reviewed literature. The current SDG target horizon and the Sendai Framework term culminate in 2030, while the KMGBF already contains 2050 goals and the Paris Agreement operates through recurring cycles without a fixed expiry. A cross-framework indicator review supports the convergence pattern empirically: it identifies at least six concrete indicator overlaps or shared-data relationships across the CBD/GBF, SDG and UNCCD systems, alongside additional opportunities for interoperability with the GGA. Eighteen indicators are ranked by relevance, gap severity, connectivity, and tractability for the natural capital and biodiversity research community. The likely trajectory is convergence rather than merger: a shared vision and interoperable indicators, with treaty bodies retaining their mandates. The review also situates the IPCC and IPBES assessment cycles, which formally feed several tracks and converge on the same 2027–2028 window as the political reviews.
