Beyond 2030 Agendas: Toward Conditional Convergence in Global Sustainability Governance

As major sustainable-development frameworks approach 2030, “Beyond 2030” conversations are emerging across the UN system. This review synthesizes seven tracks — Sustainable Development Goals (SDGs), Sendai Framework for Disaster Risk Reduction, Kunming-Montreal Global Biodiversity Framework, United Nations Convention to Combat Desertification (UNCCD), Global Goal on Adaptation (GGA) under the Paris Agreement, “Beyond GDP,” and Financing for Development — combining official sources with peer reviewed literature. While the SDGs and Sendai face a hard 2030 expiry with no agreed successor, other frameworks converge on long-term visions to 2050 with recurring review cycles. A cross-framework indicator review confirms this empirically: at least six indicators are identical or near-identical across the CBD/GBF, SDG, GGA, and UNCCD regimes. Eighteen indicators are ranked by relevance, gap severity, connectivity, and tractability for the natural capital and biodiversity research community. The likely trajectory is convergence rather than merger: a shared vision and interoperable indicators, with treaty bodies retaining their mandates.
